Colombia’s National AI Strategy (CONPES 4144)
In an ambitious move toward digital transformation, the Government of Colombia has officially adopted CONPES 4144, a national policy designed to promote the development, adoption, and ethical use of artificial intelligence (AI) across public and private sectors. This policy marks a historic milestone for the country as it seeks to become a regional leader in AI implementation by 2030.
The policy outlines a comprehensive strategy that includes the creation of national guidelines for ethical AI development, incentives for companies and startups working in AI-related fields, and increased investment in research and innovation. A significant portion of the plan is dedicated to building human capital — aiming to educate and train thousands of Colombians in digital skills, data science, and machine learning. Special attention is given to integrating AI in sectors such as healthcare, public safety, education, agriculture, and justice.
Another critical component of the strategy is reducing digital inequality. The government emphasizes the need for inclusion, ensuring that AI technologies do not exacerbate existing social gaps. By promoting public-private partnerships and strengthening the technological ecosystem, Colombia aims to position itself as a competitive and responsible innovator in the global AI race.
